Luci Ibarra, Planning Director
Luciralia Ibarra is the Chief Deputy, Planning and Land Use Policy, for CD 8, overseeing the Planning and Land Use Management Committee (PLUM) of the City Council on behalf of Councilmember Marqueece Harris-Dawson. Luci serves as the principal advisor on all land use related matters Citywide, and provides strategic guidance on planning issues in CD 8.
Prior to joining the office of Councilmember Marqueece Harris-Dawson, Luci oversaw the Major Projects Section of the Department of City Planning, where she worked for over 13 years, implementing CEQA, processing the City’s most regionally significant and technically complex developments carrying high litigation risk, and facilitated an improved system of environmental review, entitlement oversight, and implemented procedures that elevated the Major Projects Section’s functional and technical expertise.
An LA native, Luci completed her undergraduate studies at Pitzer College in Sociology and Organizational Studies, was a Coro Fellow (San Francisco), and received a Master of City Planning from the University of California, Berkeley.
